I don't think you need a nomination for Purple Hearts, they get awarded for any combat-related injuries, no matter how small, and Kerry had three. He had to be nominated for his Silver and Bronze Stars. Meanwhile, GWB and Cheney were safe at home doing nothing more hazardous than making beer runs.
